The &#8220;Core Digital Competencies&#8221; reference framework becomes mandatory.   <strong>12 sectors concerned. 28 hours to be delivered. <\/strong><\/p>\n\n<p>Everyone&#8217;s talking about the 28-hour week.  <strong>Nobody talks about the trainers who will teach them.<\/strong><\/p>\n\n<p>Here&#8217;s the problem the administration hasn&#8217;t budgeted for.<\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\">The blind spot: no one funds trainers<\/h2>\n\n<p><strong>2024-2025 training budget for IFSIs in France:<\/strong> ~\u20ac450M (source DREES).<\/p>\n\n<p><strong>Typical distribution :<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li>60%: trainers&#8217; salaries<\/li>\n\n\n\n<li>25%: equipment and premises<\/li>\n\n\n\n<li>10%: continuing education for trainers (~45M\u20ac)<\/li>\n\n\n\n<li>5%: miscellaneous<\/li>\n<\/ul>\n\n<p><strong>Now for the real question:<\/strong> how much of the 10% &#8220;continuing education for trainers&#8221; goes to digital health?<\/p>\n\n<p><strong>Response from 8 IFSIs:<\/strong> between 2% and 5%. <strong>That&#8217;s 900K\u20ac to 2.25M\u20ac to train ALL the trainers in France.<\/strong><\/p>\n\n<p><strong>Let&#8217;s do the math:<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li>327 IFSI in France<\/li>\n\n\n\n<li>~15 permanent trainers per IFSI<\/li>\n\n\n\n<li>= 4,900 trainers to be trained<\/li>\n<\/ul>\n\n<p><strong>Available budget per trainer:<\/strong> \u20ac183 to \u20ac460.<\/p>\n\n<p><strong>What are you financing with this budget?<\/strong>  A one-day training course (costs 800-1200\u20ac).  <strong>Or 2-3 webinars. Or a MOOC. <\/strong>  Not 28 hours of operational mastery in 5 complex areas.<\/p>\n\n<figure class=\"wp-block-image size-full\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"1024\" src=\"https:\/\/juliashift.eu\/wp-content\/uploads\/2025\/10\/20251109_1313_Training_-Problem-vs-Solution_simple_compose_01k9m8g9ahe899q3ye6wycxtcd.png\" alt=\"\" class=\"wp-image-1978\" srcset=\"https:\/\/juliashift.eu\/wp-content\/uploads\/2025\/10\/20251109_1313_Training_-Problem-vs-Solution_simple_compose_01k9m8g9ahe899q3ye6wycxtcd.png 1024w, https:\/\/juliashift.eu\/wp-content\/uploads\/2025\/10\/20251109_1313_Training_-Problem-vs-Solution_simple_compose_01k9m8g9ahe899q3ye6wycxtcd-300x300.png 300w, https:\/\/juliashift.eu\/wp-content\/uploads\/2025\/10\/20251109_1313_Training_-Problem-vs-Solution_simple_compose_01k9m8g9ahe899q3ye6wycxtcd-150x150.png 150w, https:\/\/juliashift.eu\/wp-content\/uploads\/2025\/10\/20251109_1313_Training_-Problem-vs-Solution_simple_compose_01k9m8g9ahe899q3ye6wycxtcd-768x768.png 768w, https:\/\/juliashift.eu\/wp-content\/uploads\/2025\/10\/20251109_1313_Training_-Problem-vs-Solution_simple_compose_01k9m8g9ahe899q3ye6wycxtcd-650x650.png 650w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\">Why it&#8217;s a systemic problem<\/h2>\n\n<p><strong>The standard requires 5 areas:<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li>Health data (RGPD, INS, DMP) &#8211; 6 hours<\/li>\n\n\n\n<li>Cybersecurity in healthcare &#8211; 5 hours<\/li>\n\n\n\n<li>Professional digital communication &#8211; 5 hours<\/li>\n\n\n\n<li>Digital business tools &#8211; 6 hours<\/li>\n\n\n\n<li>Telehealth &#8211; 6 hours<\/li>\n<\/ul>\n\n<p><strong>Problem 1: The trainers didn&#8217;t have these skills.<\/strong><\/p>\n\n<p>An executive trainer graduating in 2018 has NEVER received training in :<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Cybersecurity applied to healthcare<\/li>\n\n\n\n<li>Patient data management (<strong><a href=\"https:\/\/www.cnil.fr\/fr\/rgpd-r%C3%A8glement-g%C3%A9n%C3%A9ral-sur-la-protection-des-donn%C3%A9es\">RGPD sant\u00e9<\/a><\/strong> did not exist before 2018)<\/li>\n\n\n\n<li>Teleconsultation (post-COVID explosion)<\/li>\n<\/ul>\n\n<p><strong>These are not &#8220;updates&#8221;.<\/strong>  These are new skills.<\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<p><strong>Problem 2: Digital health is evolving faster than training cycles.<\/strong><\/p>\n\n<p>The standard was published in November 2022.  <strong>Between 2022 and today :<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li>ChatGPT launched (Nov 2022) \u2192 Generative AI explosion<\/li>\n\n\n\n<li>European AI Act adopted (Dec 2023) \u2192 New constraints<\/li>\n\n\n\n<li>Mon Espace Sant\u00e9 deployed (2023) \u2192 New uses<\/li>\n<\/ul>\n\n<p><strong>A trainer trained in January 2023 is already teaching partially obsolete content in October 2025.<\/strong><\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<p><strong>Problem 3: No standardized teaching resources.<\/strong><\/p>\n\n<p>The reference manual says WHAT to teach.  <strong>It doesn&#8217;t say HOW.<\/strong><\/p>\n\n<p><strong>Example:<\/strong> &#8220;Teaching teleconsultation&#8221;.<\/p>\n\n<p>A trainer must turn this into :<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Lectures (how many hours? which concepts?)<\/li>\n\n\n\n<li>Practical TD (which scenario? which tools?)<\/li>\n\n\n\n<li>Assessment (how to assess competence)<\/li>\n<\/ul>\n\n<p><strong>There are no shared resources.<\/strong> As <strong>a result,<\/strong> 327 IFSIs are each reinventing the wheel.<\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\">The legal risk no one mentions<\/h2>\n\n<p><strong>The French Labor Code imposes a clear obligation on employers:<\/strong><\/p>\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>The employer must ensure that employees are adapted to their jobs and maintain their employability, particularly in light of technological developments.<\/p>\n<\/blockquote>\n\n<p><strong>This obligation applies directly to training managers.<\/strong><\/p>\n\n<p><strong>Legal consequence:<\/strong><\/p>\n\n<p>If a trainer receives a reprimand for &#8220;inability to integrate new methods&#8221; <strong>and has never received any training<\/strong>, he or she can take legal action. The employer will have to prove that he has fulfilled his obligation. <\/p>\n\n<p><strong>Recent case law confirms this:<\/strong> failure to meet the obligation of technological adaptation leads to the award of damages.<\/p>\n\n<p><strong>No establishment is immune.<\/strong><\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\">What works elsewhere: European models<\/h2>\n\n<p><strong>Netherlands: Training BEFORE deployment<\/strong><\/p>\n\n<p>2019: Integration of digital health into nursing curricula.  <strong>But BEFORE :<\/strong><\/p>\n\n<ul class=\"wp-block-list\">\n<li>18 months of intensive training for trainers (budget: \u20ac12M)<\/li>\n\n\n\n<li>National platform for shared educational resources<\/li>\n\n\n\n<li>Mandatory certification for &#8220;digital health&#8221; trainers<\/li>\n<\/ul>\n\n<p><strong>Result:<\/strong> 2023 compliance rate: 94% of IFSIs apply the standard with validated quality.<\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<p><strong>European Union: The <a href=\"https:\/\/ec.europa.eu\/education\/resources-and-tools\/eu-digcompframe-en\">DigCompEdu<\/a> framework<\/strong><\/p>\n\n<p>The EU has published the Digital Competence Framework for Educators:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>6 areas of expertise<\/li>\n\n\n\n<li>22 digital teaching skills<\/li>\n\n\n\n<li>6 proficiency levels (A1 to C2)<\/li>\n<\/ul>\n\n<p><strong>This framework addresses the HOW of teaching with digital technology<\/strong>, not just the WHAT.<\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\">Three levers for decision-makers<\/h2>\n\n<p><strong>LEVERAGE 1: Share teaching resources<\/strong><\/p>\n\n<p>Instead of 327 IFSIs each creating their own media:<\/p>\n\n<p>\u2192 Regional sharing platform (NHS Digital Learning model)<\/p>\n\n<p>\u2192 IFSI consortiums by region (5-10 establishments)<\/p>\n\n<p><strong>Investment:<\/strong> ~500 K\u20ac per region<\/p>\n\n<p><strong>ROI:<\/strong> Saves 50,000 design hours<\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<p><strong>LEVIER 2: Certify trainers<\/strong><\/p>\n\n<p>Digital health trainer&#8221; certification:<\/p>\n\n<p>\u2192 40 hours of initial training<\/p>\n\n<p>\u2192 8 hours of annual updates<\/p>\n\n<p><strong>Investment:<\/strong> ~\u20ac2M national<\/p>\n\n<p><strong>ROI:<\/strong> Educational credibility + compliance + legal protection<\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<p><strong>LEVIER 3: Rotation of trainers in the field<\/strong><\/p>\n\n<p>Annual internship :<\/p>\n\n<p>\u2192 2 weeks\/year of digital health services<\/p>\n\n<p>\u2192 Maintaining practical skills<\/p>\n\n<p><strong>Investment:<\/strong> Cost of replacing trainers<\/p>\n\n<p><strong>ROI:<\/strong> Grounded in reality + continuous updating<\/p>\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n<h2 class=\"wp-block-heading\">The decisive moment: now<\/h2>\n\n<p><strong>The digital health repository is a major step forward.<\/strong><\/p>\n\n<p><strong>Its success depends on an invisible element: investment in trainers.<\/strong><\/p>\n\n<p>The figures are clear:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>0.1% of professionals trained in digital health by 2022<\/li>\n\n\n\n<li>183\u20ac to 460\u20ac budget per trainer<\/li>\n\n\n\n<li>4,900 trainers to be trained by 2026<\/li>\n<\/ul>\n\n<p><strong>Otherwise, we&#8217;d be repeating the classic French pattern:<\/strong> excellent regulatory intentions, little impact on the ground.<\/p>\n\n<p><strong>The difference between the DMP (2005 failure) and this repository (2024)?<\/strong><\/p>\n\n<p><strong>It&#8217;s happening now.<\/strong>  In 2025 budgets.
